Lantern Community Services' (Lantern) mission is to champion the independence and well-being of New Yorkers who are impacted by or threatened with homelessness.  Lantern provides innovative services to help New Yorkers who are homeless, formerly homeless or have recently aged out of foster care recreate their lives. Our programs with proven results in health, employment, education, and life skills are delivered inside our residences and tailored to each person's needs.  We provide our clients - many of whom live with mental illness, addiction, disability, HIV or other chronic illnesses - with the tools they need to integrate successfully into the greater community with dignity and independence.


We are seeking a Director of Program Operations for a new Men's Mental Health Homeless Shelter.  Successful candidates should have three years' experience in site management and staff supervision as well as previous experience in working with clients with mental health needs.  Under the supervision of the Program Director, the Director of Program Operations will oversee the day-to-day operations of the shelter, supervising a team of Shift Supervisors and Resident Aides and working in coordination with Social Services, Maintenance and Security Staff.

Position Type:

This is a full-time position with day and some evening hours.  The exact schedule will be determined by the needs of the shelter.   Lantern staff may be asked to alter their work schedule depending on the operational needs of the site. 


This position regularly requires availability outside of the standard workday, and as such must be ready and available to direct and support staff either by phone or in person if needed during the evenings, weekends and holidays.  


Essential Functions:

  • Oversee all shelter operational tasks including bed signing procedures, supply issuance, meal rosters, property storage, locker inspections, daily dorm inspections, facility logbook, incident submission, etc.
  • Ensure shelter compliance with the Callahan Consent Decree and DHS shelter operational requirements.
  • Supervise a team of Shift Supervisors and Residential Aides to ensure the safe and efficient provision of services to all clients.
  • Oversee and coordinate all contracted shelter services including but not limited to property management, security, laundry, and food service.
  • Oversee the ordering of all equipment and supplies, as well as inventory and assessment of supplies on site.
  • Ensure all clients have timely access to client services (meals, laundry, toiletries, etc.).
  • Ensure food service meets all regulations for food safety and adheres to the New York City Food standards.
  • Ensure timeliness and accuracy of vacancy reporting in CARES.
  • Supervise staff in packing, storing and tracking of client belongings in absence of client.
  • Conduct and document supervision of all direct reports.
  • Ensure staff meets minimum certification and/or licensure requirements.
  • Maintain an understanding of the strengths and challenges of subordinates and develop a working plan as to how to address those challenges.
  • Lead subordinates in Safe Crisis Management techniques.
  • Review and track all incident reports.
  • Review and document follow up of all operational complaints/grievances.
  • A complete audit of Fire Safety records.
  • Track visits and all services rendered by vendors/contractors.
  • Ensure completion of a monthly inventory of client supplies.
  • Maintain a strong collaborative relationship with all providers affiliated with Ozone Park Shelter.
  • Maintain working knowledge of all technological systems utilized by the shelter.
  • Conduct regular building inspections in collaboration with Building Superintendent to identify deficiencies, needed repairs, and environmental concerns including inspection of building mechanics (boiler, sprinkler, elevator, oil pump, etc.).
  • Monitor all building violations and take all necessary steps to ensure timely responses and documentation of efforts for remediation.
  • Track all building repairs to ensure quality and timeliness.
  • Maintain van schedule. Conduct vehicle inspections, ensure vehicle maintenance and proper documentation of vehicle use.
  • Responsible for ensuring appropriate levels of staff coverage at all times including during emergencies, severe weather and disaster situations.

Required Education and Experience:  

  • Bachelor's degree is required.
  • Minimum 3 years of organizational and supervisory experience working in the field of social service, housing or emergency shelter.
  • Must have incredible initiative, the ability to work well under pressure, and the ability to work both independently and as part of a team to complete complex projects in a fast-paced environment.
  • Strong writing, communication, organization, and leadership skills
  • Must be adept and comfortable with crisis management.
  • High level of computer proficiency with proficiency in Excel and the ability to learn new technologies and databases.


Preferred Experience: 

  • Knowledge of HIV/AIDS, mental health, substance use and/or chronically  homelessness population


Supervisory Responsibility: 

Oversees the Shift Supervisors and the Residential Aides, Manages the shelter in the absence of the Shelter Director and the Assistant Director.


Work Environment:  This job operates in a homeless shelter and works with a population who may experience mental illness, substance use, disability, HIV/AIDS, and other chronic illnesses.


Physical Demands: 

While performing the duties of this job, the employee is regularly required to stand, walk, sit, stoop, climb stairs and/ or kneel.  They must also use hands to type, handle, or feel.  The employee is frequently required to talk or hear and must occasionally lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
